The salary indicated in this announcement is the General Schedule (GS) Base salary. The salary will be adjusted to meet the locality pay of the duty location upon selection. A Wage and Hour Investigator analyzes issues of assigned cases, reviews pertinent guidelines, and plans the investigative approach. The Investigator will develop information required to resolve issues in cases requiring a full investigation through:
interviews with employers and workers; analysis of pertinent business records; and review of laws enforced by the Wage and Hour Division, related interpretative bulletins, and precedents to identify specific provisions that are applicable to the case peculiarities. He/she will determine when sufficient data has been developed to support conclusions and the extent of violations found. The Investigator will conduct negotiations with the firm owner or manager, attorney, or other firm representative at the appropriate authority level to:
(1) advise the employer that there is a violation of the law; (2) fully explain requirements needed to achieve and maintain compliance with all of the provisions of the laws enforced by the Wage and Hour Division, and to obtain the owner's agreement for future compliance; (3) persuade the employer to accept computed back wages found due to employees, or have the employer make the detailed record review and computation of back wages due, subject to a spot check for accuracy; and (4) obtain agreement to pay the back wages due employees involved within prescribed monetary limitations. They will prepare case reports, including recommendations for closing the case or any further administrative actions that should be taken; and consult with supervisor or higher level Investigator regarding situations encountered during investigations that involve significantly more serious or complex issues that were anticipated (e.g., consistent and deliberate violations, disputed coverage of the law, or similar matters that may be subject to litigation,) or indications of types of violations on which the employee has not been fully trained. Such cases are completed by the employee either under the direct guidance of a higher level Investigator or under much closer control by the supervisor who provides specific instructions and review on each step required to complete the case. The use of a computer and computer applications to gather, organize, analyze, and produce information in the appropriate format. Is required to produce spreadsheets, graphs, documents, memoranda and other documents for the purpose of communicating information in both a formal and informal setting. The work involves regular and recurring visits to industrial, commercial, agricultural, construction and other business establishments or public institutions and may necessitate movement over rough, uneven, or rocky surfaces requiring above average physical exertion. Frequently, travel is required using automobiles or commercial vehicles such as airplanes, trains or busses. Additionally, the work may include regular and recurring exposure to high levels of noise, dust, grease, moving parts of machinery requiring the occasional use of protective gear such as boots, googles or hard hat during investigations of industrial, commercial, agricultural, construction or other business firms or public institutions. This position is inside the bargaining unit. The full performance level of this positon is GS-12. There is no obligation to provide future promotions if you are selected. Promotions are dependent on your ability to perform the duties at a higher level, meet all the performance requirements, and supervisor's recommendation to the next grade. This is not a Law Enforcement positon. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service. Applicants must meet at least two of the following three specialized criteria requirements equivalent to the GS-7 level in Federal service General knowledge of Federal wage and hour labor laws, industrial occupations, wage scales, employment practices, or salary and wage administration practices. Skill in analyzing written/verbal information and numerical data and making decisions on issues based on interviews, records review, reconstruction of missing or fraudulent records and applying legal or regulatory provisions, precedents, and principles to specific investigative matters. Skill in personal contacts requiring the ability to explain requirements or rights and obtain information and cooperation from people with diverse backgrounds and levels of understanding, reconcile conflicting interests, and persuade others to comply voluntarily with requirements. In addition to the criteria specified above; applicants MUST HAVE knowledge of and the ability to apply the provisions of Federal Wage and Hour labor laws pertaining to wages, hours of work, or related conditions of employment. This experience must be demonstrated at the next lower level:
GS-7. Examples of qualifying specialized experience include 52 weeks of experience as described below:
Developing, interpreting, or applying policies, procedures, and operating standards in determining compliance for an organization or government-based program. Conducting interviews and providing information about laws and/or regulations. Industrial personnel or salary and wage administration or responsible work in a certified public accounting firm. Analyzing or applying labor legislation. Reviewing and evaluating operations and procedures through analysis, audits, or surveillance inspections. Federal, State, or self-regulatory agency work involving obtaining compliance with appropriate program requirements. OR You may substitute Graduate education as follows:
Master's or equivalent graduate degree or 2 years fully progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Examples of qualifying majors are:
Industrial Relations, Personnel Administration, or other fields related to the position such as Business Administration, Labor Economics, or Law. OR Equivalent combinations of education and experience as described above.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
