Position Summary Top level expert in program management. Establishes group policy, procedure, guidelines, and standards. Responsible for implementation and maturation of the Program Management (PM) function across the Aerospace Group, including but not limited to the development and deployment of PM-specific strategies, processes/tools, training/certification, and talent development. Also responsible for development and recognition of PM as a professional discipline within Parker Aerospace, both internally and externally, as measured by program performance (SPI, CPI, TCPI, EAC, etc.). Responsible for risk management of potentially high dollar impact due to program schedule and budget overruns. Leads major group-wide initiatives, such as Production Readiness and Earned Value Management. Engages in and resolves critical programmatic issues, representing Program Management from an executive level to major customers. Focused primarily on product development programs with individual non-recurring expenditures up to or in excess of $300M, over their development lifecycle. Annually, programs managed total approximately $100 million in nonrecurring engineering spend. Manages an annual budget of $1.5 million. Scope/Supervision and Interaction:
Has Direct Reports Position reports to the Group Vice President of Program and Contracts Management. Indirect reports include the Program Management Leadership Council (a cross-divisional, cross- functional matrixed team representing all divisions and the HR, IT and Engineering functions). Additionally, approximately 100 Global Division Staff Program Managers, Project Managers, and Project Planning & Control Analysts are matrixed to the Group Director of Program Management.
Essential Functions:
Primary accountability of a Program Management Office (PMO). Identifies and leads the PM improvement strategy using leading industry standard tools and processes (e.g. Project Management Book of Knowledge criteria). Establishes Aerospace Group PM Policy; identifies and provides guidance, oversight, and assistance where needed. Acts as the Group PM functional expert that creates and maintains Group PM Processes. Trains, supports, and holds PM resources accountable to report within PM framework and ensures PM processes are being used consistently across the Group. Communicates PM requirements for implementation across the Group and with key stakeholders. Responsible to implement an Earned Value Management System (EVMS) across the Group. May coordinate PM activities across multiple divisions for a major customer and provides program assessment assistance as required including defining project scope, project start-up, execution, and completion requirements. Co-leads the Group Lean Product Development Initiative and acts as change agent for standardization and culture transformation related to LPD (or similar group-wide initiatives involving complex processes and systems). Provides feedback for division Program Managers and is responsible for PM career development and recognition for the function. Advocates CAPM/PMP/PgMP education and certification for the PM function. Leads Group-wide monthly and quarterly program reviews. Participates in industry conferences and acts and PM advocate across the Group. Interfaces with a broad range of global senior, technical and functional management and subject matter experts across the organization. Qualifications Prior executive level experience required of a large and complex Program Management Office. Demonstrated ability to perform the essential functions of the job typically acquired through fifteen or more years of increasingly responsible experience and ten years of management or leadership. Bachelor's degree in engineering or a related field preferred. Advanced degree or MBA desired. Project Management Professional (PMP) certification from the Project Management Institute is required (PgMP preferred). Experience in managing the most complex programs that span several major domestic and worldwide locations, requiring coordination of technology and/or production across locations. Experience in managing systems at the Tier One OEM level. Strong communication and leadership skills with the ability to influence others at all levels of the organization. Thorough understanding of the most sophisticated PM tools, including EVMS, WBS, Risk Management, OBS, etc. Considered a subject matter expert in program management.
Salary Range:
$250K -- $500K+
Minimum Qualification
Program ManagementEstimated Salary: $20 to $28 per hour based on qualifications.
